- Add Sugars: Mix in powdered sugar and light brown sugar until dissolved and creamy.
- Incorporate Vanilla and Milk: Stir in vanilla and milk to reach desired consistency.
- Fold in Flour: Gently fold in heat-treated flour until no dry streaks remain.
- Add Chocolate Chips: Stir in mini chocolate chips by hand.
- Chill the Dip: Refrigerate for at least 30 minutes before serving.
